Notice of Public Hearing for Xcel Energy Minnesota Customers

Xcel Energy filed a petition with the Minnesota Public Utilities Commission (MPUC) for ratepayers to fund the following electric vehicle (EV) programs that will reduce emissions and increase opportunities to use EVs in Minnesota:

  • Expanding existing public charging program by building, owning, and operating approximately 730 new high-speed public charging stations (equal to about 1,470 ports and 194 MW of charging capacity) and supporting infrastructure by 2026. These charging stations will be included in rate base, meaning Xcel Energy customers will pay for the construction and maintenance of these facilities.
  • Electric school bus pilot program that will provide 32 buses, including supply, charging, and related infrastructure, to school districts at no cost to the districts.
  • Modify commercial and residential EV offerings by extending pilot programs and managed charging, with potential for additional changes.
  • Advisory services, including education, outreach, and consultation.

The MPUC referred the matter to the Minnesota Office of Administrative Hearings for a contested case proceeding to examine Xcel Energy’s petition. Virtual public hearings will be held to listen to comments and answer questions. Comments are encouraged on Xcel Energy’s proposed EV programs and related costs. All comments will be considered by the Commission when final decisions are made.
