PSCo 2025 Near-Term Procurement Request for Proposals

Overview

Public Service Company of Colorado ("Public Service" or "PSCo"), an operating company subsidiary of Xcel Energy Inc., is issuing this Near-Term Procurement (“NTP) Request for Proposals ("RFP") to procure tax-advantaged clean generation and firm generation in light of the recent passage of H.R. 1 by Congress and recent directives from Governor Polis.

The NTP has one RFP Document and one Bid Form applicable to all bid types. There are a variety of Model Power Purchase Agreements (PPAs), Model Term Sheets, and Technical Specifications documents that correspond to bids based on their proposed generation technology type(s) and commercial structure. Notice of Intent to Respond

Respondents who intend to submit a proposal(s) into the NTP RFP must complete the Notice of Intent to Respond (external link) (“NOIR”) no later than 4:00 P.M. Mountain Time on September 24th, 2025. The NOIR will serve as registration for the NTP RFP and must be submitted through Microsoft Forms (external link). There is no fee required to submit a NOIR.

Upon receipt of a bidder’s NOIR, the Company will respond to the bidder with a link that will enable them to submit their bids electronically to a secure file sharing site and wiring instructions for submittal of bid fees. Respondents who fail to submit a NOIR by the deadline will not be able to submit bids. Bid and fee submissions will be accepted by electronic methods only. Physical copies of bids and mailed checks will not be accepted.

Proposal Submission Deadline

Proposals will be accepted until 4:00 P.M. Mountain Time on October 6th, 2025. In the 2025 NTP RFP, all proposals will be submitted electronically via a secure, confidential file upload application called XpressDRIVE. As noted above, a link will be provided to bidders via email after submission of a NOIR that will allow bidders to upload bids to the XpressDRIVE prior to the submission deadline.

Proposals received later than the submission deadline will be rejected and unopened, unless the Company determines to consider such proposals. Any bidder submitting proposals after the submission deadline should immediately send an email to PSCo2025NTP@XcelEnergy.com documenting why the proposal was submitted late.

Each individual bid package should be submitted as a single .zip file with completed bid forms in executable format. Further instructions on how to upload bids to the XpressDRIVE will be provided in the NTP RFP Frequently Asked Questions (PDF) (“FAQ”).

The primary point of contact for all communications between the Company and potential bidders is the RFP Project Manager. This individual may be contacted at PSCo2025NTP@XcelEnergy.com.

Information regarding the RFP will not be provided via telephone inquiries or inquiries from any email other than to/from the RFP Project Manager.
