From 2023 through 2025, we made significant investments to upgrade and modernize the electric system so we can continue providing our customers with safe, dependable and cost-effective energy service. In November 2025, we made a proposal to the Colorado Public Utilities Commission to recover the costs of those investments through the rates we charge for electric service.
In June 2026, we reached a settlement agreement with a diverse group of parties, which reduced our original rate request. In August 2026, the commission approved an annual revenue increase of approximately $157 million.
This will increase the average Colorado residential electric bill by about 4.77%, or $5 per month, starting Aug. 29, 2026. The average small business customer will see an increase of about 4.64%, or $7.29 per month. Bill credits, stronger support for income-qualified households and added accountability tied to system performance were also approved as part of the final written decision (PDF).

We recognize rising energy bills can be a challenge, especially as the cost of living continues to increase. Our rate review allowed us to bring forward changes to provide a stronger safety net for customers facing financial hardship — like increased bill assistance, new pathways to enrollment in assistance programs, limiting the amount of household income that’s spent on energy bills and expanded protection from disconnection for non-payment. It also includes a $5 million contribution — financed by Xcel Energy, not our customers — to help fund these electric affordability program enhancements.
