2018 EVRAZ PSCo Solar Request for Proposals

Public Service of Colorado is issuing the following Request for Proposals (RFP) seeking a solar project, up to 200 MW in size, to be located in Pueblo, Colorado. This RFP request is separate and independent from the 2017 All-Source Solicitation, and the project selected through this RFP is contingent on the approval of the Colorado Energy Plan by the Colorado Public Utilities Commission. Pre-Bid Conference

The Pre-Bid Conference will be the Comanche generating station and will allow for a limited visit to the project site. Due to the size of the facilities, only two representatives from each bidder will be able to attend. Please e-mail the name, title and company to of those attending.

Attendance of the Pre-Bid Conference is not a requirement for submitting a bid. Instructions for joining the conference via phone will be posted to the website when available.  For those attending, all questions to which an answer cannot readily be found in the RFP will be directed to submit such questions via e-mail so that a written response can be posted to the RFP website. This process provides all potential bidders with access to the same information at the same time.

Bid Submission Deadline

All bids will be accepted until 4:00 p.m. Mountain Time February 26, 2018. All proposals must be transmitted by express, certified or registered mail, or hand delivered to the following address:

Proposals received later than the due date and time indicated will be rejected and returned unopened, unless we determine, at our sole discretion, to consider such proposals.
