Wind Repowering Solicitation

Xcel Energy seeks proposals for repowered wind resources in the Upper Midwest

Xcel Energy is soliciting proposals for wind repowering projects. Upgrading wind farms with the latest technology is part of our proposal to jump-start the economy by creating jobs, providing relief for customers and speeding the clean energy transition while keeping bills low.

Xcel Energy is requesting repowering proposals for wind resources already in its Upper Midwest portfolio. These may propose to repower Xcel Energy-owned wind projects, or projects under purchase power agreements, or build-own-transfer agreements with projects currently under PPA. Eligible projects must have a point of interconnection within MISO and must be located in Minnesota, North Dakota, South Dakota or Wisconsin.

Bid submission deadline

Complete proposals must be submitted to us by 5:00 p.m. Central Time on August 21, 2020. All proposals must be sent electronically, via email, to the Solicitation Project Manager at

PPA/BOT contract negotiations completed October 16, 2020
