Insulation Rebates

Protect your home from costly energy loss.

Insulate your home against lost energy — and save money. An energy efficient home will keep your family comfortable while saving you money. If your home doesn’t have adequate insulation, you may be losing up to 25 percent of your heating or cooling energy.

Air sealing is one of the least expensive and most cost-effective measures you can take to improve your home’s comfort and energy efficiency. By sealing uncontrolled air leaks, you can expect to see savings of 10 to 25 percent on your heating and cooling bills.

To make things easier for you, we offer rebates for qualifying insulation projects.


To qualify you must be a Minnesota residential customer living in an existing single-family home or in a multi-unit home up to four units. Insulation must be professionally installed and customers primary residential heating fuel supplied by Xcel Energy. Specifically, this means:

  • If the primary heating source in your home is a natural gas, then you must be a Minnesota Xcel Energy residential natural gas customer to participate.

  • If the primary heating source in your home is electricity, then you must be a Minnesota Xcel Energy residential electric customer to participate.

To be eligible for a rebate all insulation installs must be installed by a BPI certified insulation contractor and to the manufacturer’s specifications and meet all state and local codes and federal regulations. The air sealing and weather stripping must follow industry-accepted practices for mitigating air leakage. Rebate applies to attic and bypass sealing, wall insulation and air sealing and weather stripping only.

Eligible installations include:

  • Attic insulation and bypass sealing where existing insulation:
    • Must have a pre R-value of 20 or less and
    • Must have a post R-value of 44 or greater
    • If existing is R-21 or greater, must add at least R-25 of additional insulation

  • Wall insulation
    • Must have empty wall cavity
    • Must have post R-value of 12 or more

  • Air sealing and weather stripping

These areas are not eligible for an insulation rebate:

  1. New construction
  2. New residential additions
  3. Garages
  4. Sheds
  5. Workshops
  6. Basements
  7. Insulating doors
  8. Mobile homes
  9. Soundproofing applications
  10. Properties with more than four units

Participants are not eligible to receive a rebate for improvements earned with a different Xcel Energy Rebate program such as Whole home efficiency (formerly Home Performance with ENERGY STAR®).


  • Monthly energy savings on heating and cooling costs
  • Improved comfort in your home during cooling or heating season
  • Reduces noise from outside
  • Improves humidity control
  • Lowers the chance of ice dams on the roof/eves in the winter months

How to get started

  1. Find a registered, fully licensed BPI insulation contractor (external link) to install the insulation. Self-installed insulation do not qualify for a rebate. Only BPI certified insulation contractors are able to participate in the Insulation Rebate and Whole home efficiency programs.*

  2. Purchase and install new, qualifying insulation between January 1, 2017 and December 31, 2017.

  3. Download the program rules and regulations:

  4. Only Xcel Energy registered BPI certified Insulation contractor have access to the insulation rebate application.

  5. Complete all required areas of the application and mail it with your dated invoice by July 31, 2018. It takes about six to eight weeks to receive a rebate check if your application is complete. Applications that are missing information may take longer to process.


2016 dated invoices:

  • Rebates equal to 20 percent of the total cost of the insulation and installation up to a maximum rebate of $300 for qualifying insulation projects

2017 dated invoices:

  • Air sealing & weather stripping 30% of installed costs up to $150.00
  • Attic insulation 30% of installed costs up to $300.00
  • Wall insulation 30% of installed costs up to $300.00

For a total of $750 per calendar year and depending on the number of qualifying insulation measures installed.

Invoices dated prior to January 1, 2017 will use the 2016 rebate schedule of a maximum of $300 in a calendar year.

Insulation Contractor Requirements

We require all insulation contractors to BPI certified in order to participate in the Minnesota (MN) Insulation Rebate and Whole home efficiency programs.

BPI, or Building Performance Institute, Inc. (external link), is a national organization recognized for its development of residential energy efficiency and weatherization certification. By requiring contractors to be BPI certified, we will ensure that quality contractors are participating in our programs.
