Project Overview:

Blue Earth County approached to participate in the EDA program.

In an effort to address to a growing need for jail space, court security and a more streamlined criminal justice system, Blue Earth County elected to build a new facility in Mankato, Minn. With a strong history of leadership in environmental initiatives, Blue Earth County approached Xcel Energy early in the process to help ensure their new facility would be built efficiently while maintaining a commitment to preserving and protecting environmental resources.

Completed in 2009, the Blue Earth County Justice Center has been lauded for its efficiency. The building received Leadership in Energy and Environmental Design (LEED) Certification in 2009 from the United States Green Building Council, making it the first public LEED certified green building in south-central Minnesota, and one of the first jails in the nation to receive the recognition.

Following is a sample of energy saving opportunities identified with the help of our Energy Design Assistance program and completed for this project:

  • Lighting and temperature controls
  • Installing new, high-efficiency equipment, including premium efficient motors and high-efficient lighting
  • Heat recovery
  • High-efficiency pumps, motors, fans
  • Occupancy sensors to control variable air volume and ventilation rates
  • Insulation at thermal envelope (walls, roof, foundation, and floor of building)
  • Daylighting (using as much window light as possible)
  • High-performance windows and glazing
  • Exterior shading devices
  • Geo-thermal heating and cooling system
  • Variable air volume controls
