Recommissioning for Trade Partners
Recommissioning helps businesses find and solve mechanical system problems that can make facilities expensive to operate. Studies show that typical recommissioning projects result in savings of 5 to 20 percent of total building energy costs, with many having simple paybacks of less than one year.

- The implementation rebate is either up to $200/kW saved or $0.0525/kWh saved, whichever is more lucrative to the customer. Paybacks must be between 1-15 years in order to qualify for a rebate.
- To qualify for study funding, the building must be at least 50,000 square feet or greater. If the building is less than 50,000 square feet, but you feel that that they could benefit from recommissioning, please contact their Xcel Energy account manager to discuss.
- Our program covers both recommissioning and retrocommissioning projects.
For a limited time we’ll pay up to 75% of the cost of a Recommissioning Study
Here’s how it works:
- Recommissioning study rebates are offered to our electric business customers in Colorado and require preapproval before beginning the study.
- Send us the preapproval application and your recommissioning study proposal between Jan. 1 and Sept. 30, 2008, and we'll automatically include the bonus with the preapproved funding amount. The bonus does not apply for applications received outside of these dates.
- Complete and submit the study within one year of the preapproval date, and we'll send the bonus and rebate check once you have completed the study requirements.
- Maximum study rebate including bonus is $20,000.

- You do not need to be on the provider list to do a study.

Study preapproval application and guidelines
- If you have not performed a study through our program before, please contact us to discuss your qualifications. We prefer the study to be completed by a professional engineer (PE), but we may accept other qualifications.
- Make sure you attach your proposal to the application. The proposal should answer the following questions:
- What systems does the customer have now?
- What type of building is it?
- What are the customer’s concerns or issues?
- What are the feasible alternatives and/or study tasks?
- What is the study cost?
Study completion guidelines
- When you have completed a study, be sure to complete the Recommissioning Energy Conservation Opportunities Form. This needs to be submitted to Xcel Energy along with the report.
- For every energy conservation opportunity, you must show your calculations on how you developed your energy savings estimates.
Fast Track implementation option
We have two ways that customers can earn implementation only rebates from us without going through our study funding process. These options are called:
- Fast Track Recommissioning Study
- Fast Track Proposal
If you have performed a recommissioning study and the customer did not receive study funding from us, we may be able to provide implementation rebates to them. This could help get the project moving once the rebates buy down the cost of the project and improve the payback of the investment. We'll review the study and energy savings calculations to determine implementation rebate amounts.
Fast Track Proposal
If you have submitted a proposal that contains a recommissioning measure(s) to a customer we may be able to provide implementation rebate to them. Please note that the Fast Track Proposal is not meant to replace a comprehensive recommissioning study. It's targeted toward customers who aren't ready to take that step yet or have smaller businesses.
Following are a few examples of recommissioning measures that can be identified through the Fast Track Recommissioning Proposal process:
- Eliminating simultaneous heating and cooling by correctly programming controls
- Adding reset programming (for supply air temperature or pressure, chilled water, condenser water, and hot water setpoints)
- Reducing operating hours by using time of day scheduling
- Adding lighting control points to an existing control system
- Adding CO2 demand control ventilation
- Reducing air handler outdoor air intake
Simply complete the Fast Track rebate preapproval application, attach a copy of the study, and submit it to Xcel Energy.
