How will I be billed?

A Windsource Program charge will appear as a separate line item on your monthly Xcel Energy bill, charged against the number of Windsource kilowatt-hours (kWh) you purchased. The Windsource rate is in addition to your base electrical rates and is currently set at $3.53 per 100 kWh block. Based on your Windsource usage, you then receive a Fuel Cost credit to compensate for the amount of coal and natural gas that is charged as part of your base rates.

For example, customers who are signed up for 100 percent Windsource have 100 percent of their Fuel Cost credited back to them. Fuel Costs are subject to change on a monthly basis. For 2007, the average net Windsource Charge was $0.86 per 100 kWh block. For the first half of 2008, through July the average net Windsource Charge was $0.71 per 100 kWh block. Based on this rate, an average residential customer using 675 kWh per month and signing up for 100 percent Windsource would expect an increase of less than $10 to their monthly bill.

All rates are subject to change at any time pending approval from the Minnesota Public Utilities Commission. Based on current rates and your individual usage, your incremental monthly charges may vary from the example presented above.

How will my electricity bill be calculated?

Your electricity charges will reflect your metered electricity usage billed at the base electric rate plus the “Windsource Program charge.”

Will my electricity rates change over time?

Because base electric rates, wind energy rates and energy cost adjustments will vary, your Windsource Adjustment will also vary. A Windsource customer may pay more or less for electricity than under the standard rates.

What fuel sources will be used to generate my power?

The energy that supplies Windsource is 100 percent wind energy generated or purchased from Minnesota wind farms. The remainder of your electricity contains the following mix of electricity resources. In 2007, that mix included: coal (39%), nuclear (26%), natural gas and oil (21%), hydroelectric (7%), wind (4%), and biomass (3%).

What length of agreement is required?

For our residential and small business customers, there’s a minimum one-year purchase requirement (three years for large business customers). You’ll continue to participate in Windsource on a month-to-month basis until you notify us of a change in your commitment. If you move before the completion of your minimum term, your Windsource commitment will automatically be terminated.

If I want to terminate this agreement, what is the early termination fee?

There is no fee for early termination. Early termination is not allowed unless you move from your premise and finalize your electric service.

What other fees might I be charged?

The Wind Energy Service is subject to all base rate Electric Rate Adjustments.
