Our Colorado customers can take advantage of a number of energy assistance programs, including:

Energy Outreach Colorado
Energy Outreach Colorado is the only organization in the state that raises money to help Coloradoans pay their energy bills. Its mission is to make home energy more affordable for Colorado's low-income residents through:

  • Energy bill payment assistance
  • Weatherization programs
  • Conservation education

Energy Outreach Colorado is an independent, nonprofit organization that relies on private donations and foundation grants. To apply for assistance please call 1-800-331-5262.

Customers can mail a one-time donation or establish a monthly donation amount to be charged to the customer's monthly Xcel Energy bill. Xcel Energy is proud to match customers’ donations to EOC on a dollar-for-dollar basis, up to $1 million in 2008.

Low Income Energy Assistance Program (LEAP)

What is LEAP? LEAP is a federally funded program administered by the Colorado Department of Human Services designed to help with your winter heating costs.

LEAP is not intended to pay the entire cost of home heating. If you are applying for LEAP assistance, you should continue to pay on your heating bill.

Eligibility Requirements: You may qualify for assistance if:

  • You are a U.S. citizen or a legal alien and a resident of Colorado.
  • You pay a heating bill to an energy provider or your heat is included in your rent.
  • Your gross monthly household income falls within the guidelines set annually and posted November 1st of each year.

Energy assistanceEnergy $aving Partners (E$P)

Funded by the Colorado's Governor's Office and Energy Management and Conservation (OEMC), in cooperation with Xcel Energy and the Colorado Energy Assistance Foundation, E$P provides no-cost weatherization services to help low-income Coloradoans reduce their energy bills.


Weatherization benefits include:

  • Lower utility bills by about 20%, with one in four homes saving 37%
  • Reduced energy consumption
  • Increased overall comfort and safety of the home

Who is eligible?

  • Customers who receive benefits from low-income assistance programs, including: LEAP, SSI, TANF and COAP automatically qualify to receive ESP services.
