Renewable Energy Standard Compliance Plan
DENVER – Xcel Energy filed its 2008 Renewable Energy Compliance Plan with the Colorado Public Utilities Commission (CPUC) on November 23, 2007. This plan complements the 2007 Colorado Resource Plan, filed with the CPUC on November 15, 2007. The plan addresses how the company will meet the new Renewable Energy Standard (RES) approved by the 2007 Colorado State Legislature and how the 2007 Colorado Resource Plan can be accommodated under the retail rate limits in that law.

Xcel Energy is asking the CPUC to increase the Renewable Energy Standard Adjustment (RESA) from the current level of six-tenths of 1 percent to the legislatively authorized 2 percent on customers’ electricity bills. The RESA is used for the acquisition of more renewable resources to reduce carbon emissions.
If the RESA increase is approved, typical residential customer bills with an average use of 625 kilowatt-hours per month would increase to $57.83 or $0.79 more each month. Typical small-business customer electric bills based on use of 1,025 kilowatt-hours per month would increase to $92.44, or $1.27 more per month.
