Comanche to Daniels Park 345-kilovolt Transmission Line — Proposed

We filed for a Certificate of Public Convenience and Necessity (CPCN) with the Colorado Public Utilities Commission for this project on February 16, 2005. The proposed line will link a new 750-megawatt, coal-fired generating unit at Comanche Station near Pueblo, Colorado, to the Daniels Park substation, south of Denver. It will be approximately 125 miles and will consist of both new transmission and re-built existing transmission.

The project involves the following proposals:

  • From Comanche Station to Midway Substation, located between Pueblo and Colorado Springs, we are proposing to acquire new right-of-way and build a new double-circuit 345-kilovolt transmission line. This double-circuit facility will not tie into the Midway Substation but will connect with the transmission lines that are currently under construction (and will be in-service by mid-April 2005) on the eastern side of the transmission corridor between Midway Substation and Daniels Park Substation (south of Denver).
  • From Midway Substation to Daniels Park Substation, we are proposing to rebuild the western existing single-circuit 230-kilovolt facility to a double-circuit facility capable of operating at 345 kilovolts within existing right-of-way. Initially these western circuits will operate at 230 kilovolts.
  • Existing switchyards at Comanche Station, Midway Substation, and Daniels Park Substation will need to be modified and upgraded. Autotransformers will be added at the Comanche Substation and the Daniels Park Substation so that these circuits will operate at 345 kilovolts when the new generating unit goes into service. This means that the surrounding fence lines at the sites will be expanded to accommodate the additional equipment.

Status

Public Open Houses were held May 2 and May 4, 2006 to provide information to, and receive input from the public on the southern portion of the Comanche to Daniels Park 345kV Transmission Line Project, between a point near the Midway Substation, south of the City of Fountain, to the Comanche 3 Generating Unit in Pueblo. Invitations were mailed to landowners within one mile of the centerline of each alternative corridor. The Public Open Houses were also posted in the local papers. The southern portion of the Project requires new right-of-way. For this reason, alternatives are being evaluated.
