Biomass Generation

Small and Medium Biomass

SPS will pay customers who install a biomass generator at their businesses a DG-REC of $0.08 per kWh for the actual biomass energy produced, Biomass Distributed Generation Renewable Energy Certificate (BDG-REC) and measured by the second meter. One BDG-REC results from one kilowatt-hour (kWh) of electric energy (AC) generated from an Eligible Energy Resource. Third-party developers serving Xcel Energy CO electric customers are eligible for our programs. Starting January 1, 2011 a system's estimated annual kWh output cannot exceed 120% of the total customer usage at that site from the previous 12 months.

There are two programs, one for a Distributed Generation Biomass System or Biomass System that is customer-sited and that is limited to a minimum of 10 kW AC up to a maximum electric service entrance capacity of 50 kW AC. The second program is for a Distributed Generation Biomass System greater than 50 kW AC but less than 1 MW AC. Systems larger than 1 MW require Commission permission.

All Biomass Systems shall be located entirely within the customer’s contiguous property. The Biomass System will comply with all interconnection standards and safety provisions set forth in the Company’s rules and regulations and the New Mexico Public Regulation Commission rules.

In order to receive the BDG-REC payment, the customer must enter into an agreement with the Company, with a minimum of 14 years for the Small Program and 10 years for the Medium System that transfers the BDG-RECs generated by the Biomass System during the term of the agreement from the customer to the Company. The Company will pay Customer for the BDG-RECS each month after the Company reads and records the monthly production of the PV System. The customer also will be paid monthly for excess energy delivered into the grid.
