Seven Rivers CCN 230 kV Transmission Line Project - Proposed
We filed for a Certificate of Public Convenience and Necessity (CCN) with the New Mexico Public Regulation Commission for this project on May 15, 2008. The proposed line is approximately 35 miles in length and will connect the Seven Rivers Interchange to the Pecos Interchange to the Potash Junction Interchange to provide increased reliability for southeastern New Mexico and to provide generator outlet capability for the Hobbs Generating Station near Hobbs, New Mexico.
The project involves the following:
- The first 230 kV line will connect SPS’s existing Seven Rivers Interchange, located 18 miles south of Artesia, New Mexico, to the existing Pecos Interchange, located in the northeast corner of Carlsbad, New Mexico.
- The second 230 kV line will connect Pecos Interchange to the existing Potash Junction Interchange located approximately 16 miles northeast of Carlsbad, New Mexico.
- The modification to the existing 115 kV transmission lines entails utilizing existing right-of-way to make the best use of limited space in two locations. By re-building small portions of two existing 115 kV lines in a double circuit 230/115 kV configuration, a shorter overall 230 kV circuit will be achieved with minimal exposure to common cause failures.
The expected in-service date is on or before June 2009.
Status
The intervention deadline is September 15, 2008.
A public hearing is scheduled for 9:30 a.m. on Tuesday, October 21, 2008, at the Commission’s offices and may continue through Wednesday, October 22, 2008.
