David M. Sparby

Chief Financial Officer

David M. Sparby is vice president and chief financial officer (CFO) of Xcel Energy.  Previously, he was president and chief executive officer, Northern States Power Company-Minnesota, an Xcel Energy Company, and responsible for the company’s electric and natural gas operations in Minnesota, North Dakota and South Dakota.  Sparby joined Northern States Power Company-Minnesota in 1982 as a staff attorney and has held numerous positions in Gas Supply, Corporate Rates, Regulatory Services and Regulatory Affairs.

In 2008, Minnesota Gov. Tim Pawlenty appointed Sparby to the Midwestern Greenhouse Gas Accord Advisory Group.  The group has developed recommendations for the establishment of targets for emission reductions in the Midwest.  These recommendations provide a platform for the Midwestern concerns and priorities in the current discussion regarding a federal carbon cap-and-trade mechanism.  In addition, Sparby served on the Minnesota Climate Change Advisory Group (MCCAG).

Sparby serves on the board of directors for the Minnesota Private College Council Fund-Research Foundation, Saint Paul Riverfront Corporation, the Itasca Project and as a trustee on the Metropolitan State University board.  He earned a law degree from William Mitchell College, St. Paul; an MBA from the University of St. Thomas, St. Paul; and a B.A.in history from College of St. Scholastica, Duluth, Minn.
