San Luis Valley to Calumet to Comanche Project
Public Service Company and Tri-State Generation and Transmission Association, Inc. (Tri-State) filed companion applications for Certificates of Public Convenience and Necessity (CPCN) with the Colorado Public Utilities for this project on May 14, 2009. This is the second CPCN application that Public Service has made pursuant Colorado Senate Bill 07-100 requirements. The Project will alleviate transmission constraints from Energy Resource Zones 4 and 5 to allow new generation resources, including wind and solar in the region. The Project will also help meet Renewable Energy Standard requirements, and will improve local reliability for Tri-State and Public Service customers. This project was identified through participation in the Colorado Coordinated Planning Group, a consortium of utilities and other stakeholders that jointly explore the development of a coordinated transmission network.
The project consists of the following four segments:
- Segment 1: Approximately 95 miles of new double-circuit 230 kV transmission from the San Luis Valley to a new Calumet Substation near Walsenburg, Colorado.
- Segment 2: A new 230/345 kV Calumet Substation at a location six (6) miles north of Walsenburg, Colorado. Original plans called for a transmission line to be built between San Luis Valley and Walsenburg Substations. However, because of space limitations at Walsenburg, a new substation is required.
- Segment 3: Approximately 45 miles of new double-circuit 345 kV transmission between Comanche Substation and the proposed Calumet Substation.
- Segment 4: Approximately six miles of new single-circuit 230 kV transmission line between the proposed Calumet Substation and the existing Tri-State Walsenburg Substation.
